About the RegLab

RegLab was established in 2018 by Federal Decree Law No. (25) of 2018 on the Projects of Future Nature, authorising the UAE Cabinet to grant an interim license called a Minimal Viable License (MVL) to projects of future nature or related to emerging technologies.

RegLab, part of the UAE Cabinet’s General Secretariat, reviews applications submitted by companies with innovative projects of a future nature that fall within either of the following categories:

01
Category 1

Projects that cannot be initiated due to their non-compliance with the provisions of the federal legislation in force in the UAE.

02
Category 2

Projects that cannot be initiated in the UAE due to a lack of legislation regulating them.

Shaping the Future of Regulation

  1. Experimental environment

RegLab is a regulatory sandbox, or an experimental environment, destined to test transformative businesses powered by future technologies and develop supportive, tailor-made regulations further advancing the quality of life in the UAE.

  2. Parallel Track

RegLab is a supportive track to the traditional track of developing futuristic legislation. It empowers businesses with real-life experiments, measures results, and strives to maintain a balance between keeping pace with the accelerated breakthrough technologies and swiftly developing legislation regulating them.

  3. Impact Measurement

RegLab work model is based not only on experimentation, but also on evaluation, measuring impact, and ensuring adaptation during all stages of experimentation and after implementation.

  4. Partnership

Working with legislative bodies, the private sector, innovators, business leaders, and community segments affected by the legislation.

  5. Speed and Proactivity

The interim license, or the MVL, granted by the RegLab, accelerates the process of testing businesses empowered by cutting-edge technologies, which leads to accelerating the process of developing the necessary legislation to regulate and enable them.

  6. Accelerating growth

Developing legislation regulating the application and use of technologies and exchanging knowledge about successful legislative experiences.
