Application Process
Eligibility Criteria
- Provide evidence of its financial, technical, and technological solvency to experiment and implement the innovative project.
- Provide a study of the innovative project demonstrating the added value provided by the project and its innovative aspects, and all the resulting impacts, such as technical, social, environmental, economic, financial, legislative, and other impacts.
- Identify the potential risks associated with the innovative project and provide a plan clarifying solutions to manage them, or prevent them, or mitigate their effects.
- Provide a clear work plan detailing the project’s implementation procedures, phases, key requirements of the experimental environment, persons involved in the project, terms and controls, and any additional details clarifying components and circumstances linked to the project’s implementation.
- A written declaration from the applying person pledging to abide by all the interim license terms and conditions determined by the Reglab.
- Applicant must provide proof of technical expertise accumulated in the field related to the innovative project for the periods specified by the Reglab.
- Any other terms and conditions determined by the Reglab.
Projects Selection Criteria

New Innovative Technologies
The application should demonstrate that the project involves new or emerging technologies, products, or services, or utilises existing technologies, products, or services in an innovative way.

UAE Sectoral Benefits
The application must demonstrate how the project could benefit the UAE and its key sectors, demonstrating its potential added value.

Regulatory Flexibility
The application should explain why the project cannot be implemented under the current regulatory framework in the UAE. For projects requiring regulatory flexibility, restrictive clauses must be identified and alternative safeguards proposed to address potential concerns related to the system, market, or consumer.

Asset Assurance
The application must demonstrate that the license applicant has secured, or is planning to secure, the necessary assets and resources for the experimentation, clearly stating the test scenarios and expected outcomes.

Experiment Clarity
The application must be as clearly defined as possible to ensure that experiments in the sandbox can be conducted purposefully with a well-defined scope and objectives.

Periodic Reporting
The license applicant must submit periodic reports to the RegLab on the progress of the experimentation, based on a pre-agreed schedule, to ensure ongoing evaluation and oversight.

Risk Management
The proposal must identify, assess, and propose mitigation strategies for significant risks associated with the proposed technology, product, or service

Exit Conditions
The application should clearly define acceptable exit and transition conditions. This includes scenarios in which the project might be halted (for example, failure to meet objectives or safety concerns), extended (for example, additional time required to correct issues), or expanded in scope at the end of the pilot testing period.

Any other criteria determined by the Legislation Lab.
Applicant Commitments During the Testing Phase
1. Being liable against all responsibilities and consequences, whether legal or financial, and responsible for managing the risks arising from the implementation of the project during the period of the Minimal Viable License (MVL) or after the termination or suspension of the license for any reasons or the expiration of its period. To that extent, the Reglab in addition to any of the members of the project committee, shall not be liable or accountable for any of the mentioned liabilities or consequences.
2. Abide by the phases of the experiments referred to above and the Plan or any plans approved by Reglab and Project Committee.
3. Comply with all legislation in force in the UAE during the validity of the (MVL), unless exempted from any, in the (MVL).
4. Conduct the experiments throughout the period as agreed upon with the Project Committee, unless agreed otherwise.
5. Refrain from disclosing any information or results of the project without the approval of Reglab.
6. Notify Reglab and the Project Committee of any new risks that appear during the trial period that were not raised in the project plan.
General Terms
Reglab shall be entitled to suspend or cancel the Minimal Viable License (MVL) in the event of breaching any of the above-mentioned obligations or when it deems that there are serious reasons, at its discretion, to suspend or cancel the MVL.
Reglab may, during the testing phase, if necessary, request the license holder to provide any guarantees as deemed appropriate according to the circumstances of project implementation and the level of risks that may arise because of it.
Reglab or the Project Committee has the right to request any information or reports related to the project.
These terms and conditions shall be subject to the federal laws in force in the United Arab Emirates, and the federal courts have jurisdiction over any dispute related to the terms and conditions.
